
Aaron “Jay” Stout

Biography
Aaron “Jay” Stout is a US Air Force veteran and accomplished leader in cyber policy. Jay is a Master of International Affairs candidate at Columbia SIPA, where he studies the intersection of cyber and international security policy. A 2021-2022 TechCongress Scholar, Jay worked in U.S. Representative Elissa Slotkin’s office, where he got six bills passed into law.
Jay earned his bachelor’s degree from Columbia University and has remained deeply engaged with the campus community. At SIPA he is the president of both the Digital and Cyber Group and the Columbia SIPA Veterans Association.
Before Columbia, Jay served in the Air Force as a staff sergeant and cyber intelligence analyst assigned to the Cyber National Mission Forces at Fort Meade, Maryland. Recently, he interned with the New York State Executive Chamber and enabled the governor’s data-driven decision by leading multiple 50-state legal research projects. His dedicated leadership and expertise mark him as a rising force in the world of cyber policy.
