Samuel Dumesh

Biography

Samuel Dumesh is an MIA candidate in the International Security and Diplomacy concentration, focused on economic security and advanced technologies. He is a graduate of the University of British Columbia with a Bachelor’s in International Economics and a thesis in Environmental Economics.

He has worked as a policy expert for cybersecurity and AI at OpenPolicy and as a research assistant on advanced technologies at the American Security Project. He has also served as a geopolitical expert on Eastern Europe at Pax Analytica, a financial and grants analyst with the Abdul Latif Jameel Poverty Action Lab, and a data and labor market analyst at the Immigrant Employment Council of British Columbia.

At SIPA, Sam serves as president of the Geopolitical Risk Club, organizing discussions on security, economics, and technology. He is a founding member of a clean-energy startup developed through SIPA’s Global Policy Challenge competition and a former MIINT Impact Investing fellow. His policy interests include AI governance, cybersecurity, sanctions, and critical infrastructure, with a focus on how these domains influence the balance of power and the resilience of economies. He is particularly interested in the role of public–private collaboration and multilateral frameworks in addressing the risks and opportunities posed by advanced technologies, for global and national concerns.
